Update on UFB unbundling approach

Chorus and each of the LFCs are obliged, pursuant to their contractual arrangements with Crown Infrastructure Partners (CIP), to work with CIP to develop service descriptions and pricing for Subsequent Services as defined in the contracts.

Subsequent Services include the unbundled layer 1 point-to-multipoint product that must be provided from 1 January 2020 and related ancillary services.

CIP has considered the provisions of the contracts and has reached the view, in the current context, that Chorus and the LFCs should engage directly with their retailer customers to develop the service descriptions and pricing for Subsequent Services, on the same timeframes and on the same basis as set out in the contracts, rather than engaging with CIP as contemplated in the contracts.

Related to this, CIP has obtained Chorus’ consent to release the full text of Table B of Schedule 10 of the 2011 Chorus-CFH NIPA which sets out the list of Subsequent Services subject to the obligation. You can view Table B here.

Announcements made on 30th August

The Government has announced a second expansion of the UFB programme.

Around 190 new towns will receive UFB under this second extension to the UFB programme, and the completion of the rollout will also be brought forward by two years, completing the entire network by the end of 2022.

By the end of 2022, 87 per cent of New Zealanders will have access to fibre-to-the-premises.
