Cyclone Recovery

CIP has been appointed by the Department of Prime Miniter and Cabinet’s (DPMC) Cyclone Recovery Unit to manage the Cyclone Recovery Programme of work, which spans several appropriations covering:

  • North Island Weather Events (NIWE) ~$1.7bn
  • National Emergency Management Agency (NEMA) ~$12.3m
  • Flood Resilience Co-Funding Fund (FRCF) ~$80m

North Island Weather Events (NIWE) ~$1.7bn

CIP is assisting the Crown to provide financial support and project oversight to local councils in regions affected by the North Island Weather Events in January and February 2023. The goal of the NIWE response programme is to reduce intolerable risk to life and increase the insurability of residential properties in affected regions. The NIWE response programme comprises three elements:

  • Category 3 Voluntary Buyouts in Auckland, Hawkes Bay and Tairāwhiti (covering the purchase of uninhabitable residential properties affected by NIWE).  The Crown and councils are sharing the cost of these property buyouts 50-50.  All property sales will be voluntary.
  • Category 2 Risk Mitigation Projects (to protect existing Category 2 residential properties).  Some councils are providing varying degrees of co-funding to the Cat 2 projects.  The largest project is a Wairoa flood protection project costing an estimated $70m (to be fully funded by the Crown).
  • Regional Transport Projects (to repair slips, culverts, replace roads, and bridges affected by NIWE events).  The largest project is Tiniroto Road. an alternative route to Wairoa (2 new bridges and 2km of new road to bypass the gorge), at an estimated $65m (with $45m from NIWE)

National Emergency Management Agency (NEMA) ~$12.3m

CIP is assisting the Crown to provide financial support and project oversight to Nelson City Council to reduce intolerable risk to life and increase the insurability of residential properties in affected areas via Category 3 Voluntary Buyouts ~$6m and Category 2 Risk Mitigation Projects ~$6.3m

Flood Resilience Co-Funding Fund (FRCF) ~$80m

This is Local Government Flood Resilience Co-Funding to provide funds to support flood resilience projects of, mainly, regional councils. Ministers have awarded $39m for these projects, together with a further $20m for silt removal. The remaining $41m to be awarded shortly. CIP will not need to make any recommendations regarding the viability of these projects as they have already been awarded, but CIP will manage the FRCF projects as part of supporting the cyclone recovery programme.
